I can try to help you troubleshoot. First question is how are you getting access to ArcGIS? ArcGIS isnt free, like QGIS so youll need to purchase a license or have a license provided by an institution. Unfortunately the GC doesnt provide ArcGIS licenses, they just offer it on the library computers.
