Urban Education PHD student at CUNY Graduate Center

I am a teacher at Passages Academy; a juvenile detention facility (NYC Department of Education) for the past 12 years. I have observed that teachers at these facilities are evaluated similar to teachers in non-detention facilities. I completely disagree with this method of teacher evaluation; Therefore, I am interested in creating specific evaluating procedures for teachers in these institutions.
